This request was made on the Platform account, that's why your Connect webhook endpoint doesn't receive it.

That doesn't matter, this payment is taking place on the Platform. The destination only specifies where to transfer the funds after the payment is complete.

To listen to these events you need a regular account webhook endpoint.

BTW for a live mode, what do I need to perform on platform account. Do I need to perform KYC and link bank even when I don't take any money as I am transfer directly all to the merchant ?

It's best to ask Stripe Support, but I am fairly certain that you'll been to go through all the steps as a Platform account too. In case of destination charges the charge itself happens on the Platform, as I mentioned.
