If you want to force a specific locale for testing purposes then yes, you'd need to pass in a customer email (see https://docs.stripe.com/payments/checkout/pricing-table#price-localization). But if this is for your live integration you shouldn't need to pass through the email - we'd automatically render the price in the correct currency based on the customer's locale
