to be honest I haven't tried this but are they actually required, is there an error if shippingRates is not passed?
If they're required then I'd probably suggest passing some initial best-guess amounts(maybe just geoip the customer's location on page load to get a sense for their country), and then pass more accurate updates as https://docs.stripe.com/js/elements_object/express_checkout_element_shippingaddresschange_event is fired.
