Unfortunately that is expected behavior. There currently is not a way to have a scheduled subscription and have it be cancelable by the Customer Portal. I can put in geedback for this, but at the moment you will need to do some kind of workaround like make a custom page on your site where users can cancel a subscription and then you make the cancel request with the API
