You can create a German account that you just use for testing
And for development
As long as you aren't activating the account, you can create it for any country

I'm using a third party flutter plugin for this integration. It shouldn't effect the process as long as I'm using the right keys correct?
We don't support any Flutter SDK ourselves so I can't tell you that.
