hi! I don't really know anything about this sorry. I think it comes down to
- maybe they opted out some other time in the past(like when using a different Stripe surface like Link or their own merchant account or something) and it's a global block
- you can contact https://support.stripe.com/?contact=true and maybe someone can manually unblock something(but maybe not)
- you could ask the cardholder for a new phone number and set https://docs.stripe.com/api/issuing/cardholders/update#update_issuing_cardholder-phone_number
- no idea if it's possible to see this in the API, I'd guess it is not
is there anything the cardholder can do to opt back in - our presumption was at somepoint in the past they'd replied 'STOP' to a Stripe SMS which is why this is now happening, are they able to reply again opting back in?
