Okay, taking a step back. the "description" value in Stripe is separate from a "statement descriptor" (which is what a customer sees in their bank statement)

What we want is to update is statement descriptor for transfer in custom connect bank account

It'll be critical to use the right terms here. A Transfer exists on the platform account. a Transfer creates a Payment on the Custom connected account. Funds from these payments are paid out to the Custom connected account's bank account
