After the user completes filling up the hosted onboarding page, he/she will be redirected to return_url specified in the Account Link creation request: https://docs.stripe.com/connect/express-accounts#return-user

It's also recommended to listen to account.updated events to check whether there is any pending requirements to complete

Express accounts enable your platform to manage payout schedules, customize the flow of funds, and control branding. Stripe will handle onboarding, account management, and identity verification for your platform.

how will we get access token, refresh toekn and stripe user id of that connected account .

If you follow this integration guide https://docs.stripe.com/connect/express-accounts, there will not be access_token, refresh_token... etc. These are for legacy integrations

Why do you need those? Which integration guide are you following?

Then which parameter will let us know that the user is connected and ready to accept payment

You can use Account Retrieval API to check charges_enabled field to determine whether the connected account is ready for payment.
