Yes i have read the documentation. What is not listed is if there is a way to do a instant payout from within a PaymentIntent transaction
that also have a transfer as the destination
Those would be separate operations. You create the Payment Intent, set an amount to transfer to the connected account, then when the funds become available on the connected account you initiate an Instant Payout.
Ok, so would be two separate transactions. If the seller has access to the connected account, would they be able to initiate an instant payout from the stripe portal or no?
It depends on what kind of access they have and what type of connected account it is.

Also, do you happen to know the average time it takes to "settle" a payment from ACH, which would be used later for an instant payout?

ACH payments typically settle in less than 4 business days I believe: https://docs.stripe.com/payments/ach-debit#timing

Next question i have is if I accept a payment from a Buyer, and then do an instant payout to my marketplace account, and then want to do an instant payout to a user's connected account's external account ('bank account'), is there a instant payout fee for me, as well as the connected account's external account?
