Just tested, if the payment method already has a mandate attached to it, you don't need to specify anything mandate-related when confirming the payment intent
The mandate is just a thing on the first payment when the customer indicates that they want to let you charge them like this

We're currently writting a test for this on the server side and in the test we're not passing anything mandate related until when strying to confirm the paymentIntent
if we send the 'mandate_date' we get the error saying we're not setup to send it, if we don't send it we get an error saying mandate must be provided
Gotcha, per that error message it seems like you can't do that without something being set up on your account that I think our support team would need to enable. Without that, I think it would be best to submit this mandate info once on the frontend using either Elements or Checkout and then work with the saved PM from there
