An inquiry and a dispute/chargeback are two different things. Some card networks initiate a preliminary phase before creating a formal dispute and chargeback. Stripe calls this preliminary phase an inquiry. I don't know if the warning is calculated in the dispute rate by the card network, you'll want to reach out to Stripe Support for clarification on that
