When the user selects "change" the next time they make a payment, I want the Apple Pay button to be displayed again along with the card information form.
(For Android devices, I want the Google Pay button to be displayed)

to clarify, are you using Checkout Sessions? Do you have an example PaymentIntent id for us to look at? The PaymentIntent id has the prefix pi_

Thanks for the ID. As I mentioned earlier, you need to remove setup_future_usage if you wish to display Apple Pay in checkout page.

Even though setup_future_usage was set, the GooglePay button was displayed on the android device.

Yes, only Apple Pay requires setup_future_usage to be unset.
