i have a web application that allows people to create many businesses and franchise them

This end-point would allow them to update their "franchise selling company" (e.g their main platform account) . There is no reason to update business information on any of the indivisual franchisees franchises - that is the responsibility of the franchiser (e.g a connected account)

The basic use-case would be if McDonald's were an account holder on Stripe - and they wanted to update their stripe information through their own onsite application (or webapp), that hypothetically lets McDonald's headquarter view all of their franchisees (which they do not own or operate) - all in one place

There is not currently. The platform account would make these changes on their in the Dashboard. What you describe sounds like McDonald's HQ would be the main Platform account. Then, it would have their connected accounts which are the franchisees. You're wanting to make an update on the McDonald's HQ account which can only be done via the Dashboard.
