Yes you can use a non-card payment (e.g. test SEPA bank account):

you can add a test bank in your dashboard first then create a payout

I am not allowed to add test banks here in live mode, and in test mode i am not able to add any bank

No you need to use the test mode for tests

you can't do tests in live mode.
