If I was to use destination charges, then would I only have to check that charges_enabled is true?
charges_enabled isn't really relevant in those instances as the platform is processing the payment
payouts_enabled and having the transfers capability enabled is more relevant
is the transfers capability enabled needed if I am going to use destination charges?
and can the platform take payments and send a part of that to an express account even if payouts_enabled is false on the express account?
Yes, becuase you transfer funds from your platform to the connected account (the destination)
