I'd recommend having customer to accept terms and conditions first before showing Express Checkout Element for payment

In many shops with paypal express integration the customer returns to a "finalize order" page of the shop after authorization of the payment in paypal. Is this type of workflow not possible if integration paypal express with the stripe express checkout element?

Express Checkout Element supports multiple wallet payments. Apple Pay as an example requires payment immediately upon clicking the Apple Pay button. It doesn't support having additional action before confirming the payment.
Since Express Checkout Element is shared among all the wallets, PayPal in Stripe doesn't support returning to a finalized order page
