I can't find much on dynamic CVV on stripe's docs at all, and support wasn't of much help
Gotcha, as far as we can tell the CVV wouldn't be the issue here (CVVs aren't actually stored and sent with subsequent payments). I do see that the same card number was used so it is strange that the bank would decline it on the second payment. Sometimes banks do send decline codes that aren't accurate, so it is possible that that is what happened here. Your integration looks fine, I think the next step would be for the cardholder to reach out to their bank to get clarification on why this decline happened

So Stripe is not storing any CVV for the transaction or anything? No flags we could set or confs we could change to support this?
Correct, no way to resend that. Banks don't require it and we may even be required to not store this, but I am less familiar with the refulatory side of this. If you want to know more our support team should be able to speak to this https://support.stripe.com/?contact=true
