Hi 👋 I don't believe so, I believe onboarding still needs to happen for Express accounts as that is when they provide their bank account details and accept our terms.
You can try pre-populating as much of the data for those accounts as possible, using our test values, to try to skip the verification process:

but I'm not sure that's fully possible with Express accounts.
Could you run your test with a smaller number of accounts?

Yes, that can fully be managed by the API, though I wouldn't refer to it as a simple call.
