Hello! Generally most funcationality of the Payment Element should work w/o SSL certificates in test mode - it's specifically Google Pay and Apple Pay that won't work (require an HTTPS page w/ valid certificate)

The keys you're using start with pk_test and sk_test, right? And have you confirmed PaymentIntent creation was successful?

aha! Yeah the way to switch between live/test mode is by switching the keys you use
