@pale bone you can look at each separate Refunds on the List Refunds API and it would always be most recently first

when the charge.refunded webhook comes in, I have the charge object, can I always just rely on charges.refunds.data[0] ?

you could but we removed refunds entirely in a recent API version so I would recommend using the List Refunds API after getting that Event
