what about Address Element , Can I remove country selector and move it top from billing address??
My requirement is to implement payment methods based on country selection.

You can just implement a country selector on your own and then hide it on the Payment Element.

cant we use from Stripe ?? I can see some website have done including marketing website of stripe . so have they implemented their own custom ??

You can potentially use Address Element with just country.
