Is there a way to use the cli to resend all failed webhook requests ?

Apologies for the delay here
I don't believe we have a command that resends all failed webhook events. Stripe automatically tries to deliver failed events over the span of few days.
Aside from that, you could retrieve the failed events using the List all events API endpoint here and narrow down the failed events using delivery_success parameter

Once you have all the events, you can reconcile the data manually (without actually needing to trigger a retry).
