The Stripe fee in these scenarios is based on the fee structure of the Connected Account, which my teammates and I in this forum, don't have visibility into. It's possible the account is on a fee structure where fees aren't reported on a per-transaction basis.

I'm sorry to say this, but fee structures are something our Support team should be the most familiar with, so I would recommend asking them again. I'm not sure if they can disclose the fee structure of one of your Connected Accounts to you though.

Also, even if there were no fee, wouldn't there be a $0 stripe_fee in the balance_transaction.

I have millions of dollars in transactions across tens of thousands. Not one has ever not had a stripe_fee

This is getting deep into how non-standard fees are structured, which is outside of what I specialize in. The scenario I'm describing, there are still Stripe Fees, but they are billed lumpsum at a certain frequency instead of being added to each transaction.

sorry to press. To recap. During a one hour window on Friday, multiple connect direct charges have no stripe_fee in their balance_transaction. Before and after that window the fee is there.

So can't guarantee it. There is an incident open right now to continue working on this, that will include sending communication out to affected merchants (this should happen today when folks are back online) so I would keep an eye on email.
