so basically any country that isn't in https://stripe.com/global is only available for cross-border payouts.
Once Stripe is supported in your country, you’ll be able to accept payments from customers anywhere in the world.
so basically unless you're a US platform you can't create an express account for that country

there is if the platform is in the US

there's no workaround it unfortunately
you either need to have a US platform or you can't really have a Colombian merchant

no that's not possible
