No, interac_present does not support separate auth & capture. It happens all at once.

Is it just Stripe that doesn't allow for this or it's Interac that doesn't allow this? I'm wondering because we did a test by going to a gas station and we were able to have pre-authorization with our Interac debit card. At least I'm guessing it's pre-authorization since it seems like the same pattern.
