For Express connected account, I'd recommend using Destination Charges to collect payment from the customer and transfer the funds to the connected account: https://docs.stripe.com/connect/destination-charges

For cross region support, on_behalf_of can be used as suggested in the doc above:
For cross-region support, you must specify the settlement merchant to the connected account using the on_behalf_of attribute on the charge
