Do you have an example SetupIntent where you saw this error?
The idea is you only reuse Intents if they're in requires_payment_method status
It is possible the SetupIntent you were trying to confirm, moved to a diff/terminal state
how do you know what status you are in?
You can retrieve the SetupIntent object and look at the status parameter.
Also, if I recall correctly the SetupIntents have a confirmation limit. So the card has been declined let's say about 10 times then SetupIntent might move to a canceled status
