and to answer your question: yes that looks correct to me.
the confusing part with the documentation is that the type is set to String, but other places, the type is nullable enum
let me double check

I just tried the API without setting reason and it worked. so yes it's optional.
Would leaving the reason unset be considered as suspicious behavior in some way?
I don't think so, we don't use this field in our doc: https://docs.stripe.com/refunds?dashboard-or-api=api#issuing
