the confusing part with the documentation is that the type is set to String, but other places, the type is nullable enum

I just tried the API without setting reason and it worked. so yes it's optional.

I don't think so, we don't use this field in our doc: https://docs.stripe.com/refunds?dashboard-or-api=api#issuing
but that's not really a technical question, so I would recommend asking Stripe support directly: https://support.stripe.com/contact
