card_payments is for all card payments and cartes_bancaires_payments is to specifically support additionally using Cartes Bancaires rails (for France), see https://docs.stripe.com/payments/cartes-bancaires

Even if they are an individual the MCC is important based on what they sale. One individual might sell cookies and someone else clothes right? So you would ask them based on what they sell.
Same for URL, any business that you accept online payments for would have a website where they sell their products (or you would have a website where you do it for them) right?
Okay, so if i understand create a connected account is only for sellers on my platform (marketplace B2c ou C2c)
The buyer will not have a connected account
Even if it's a c2c seller, i could deduce his MCC cause it's product (cookie, clothe...)

yes but when they buy from other sellers they don't use their Stripe account. They are just a separate customer where you collect their card details
