i am still little confused how do i access the dashboard without logging in also in docs in testing and development it says the api keys are randomly generated and you have to sign in to get api keys?

You should be able to sign up for an account and have access to Test mode even if you aren't approved immediately. I'm sorry but I don't know much about account creation so I can't really help further than this but our support team can help otherwise: https://support.stripe.com/contact
