The Manage Payment Methods screen is separate from the set of Payment Methods that you are allowed to accept payment for. The Manage Payment Methods settings page is gives you the ability to control which Payment Methods are automatically presented in flows that do not specifically pass in a set of Payment Method types (like Payment LInk, Payment Intents w/ automatic PMs enabled, etc).

ok, then, can I turn on the ACH payment method for Stripe Payment Links?

Yes you can, but if you have other payment flows that use automatic PMs just be aware that it'll also enable ACH in those flows as well
