Could you please share more details about the flow you are using? and what popup are you referring to ? do you have screenshots/video screen recording ?
I'm the project manager so not entirely sure on the flow, I'll have to ask the developers. This is what pops up when I try to create subscription / recurring payment

it's 3D Secure, it's a normal part of online payments. The amount being for $0 just means you're using a SetupIntent to save the card, and that can require 3DS too.
Our clients are making these payment plans for their customers. This is done without them present, meaning they cannot go onto the banking app and authorise
how does that work, where does your client get the credit card number from?
Generally they take the details over the phone, but the arrangements are often not made at that time.
well if it's over the phone that's a MOTO payment and there are ways you can integrate to flag a payment as requiring a MOTO exemption https://support.stripe.com/questions/mail-order-telephone-order-(moto)-transactions-when-to-categorize-transactions-as-moto
