So who is responsible for the $10?
user1 will get this as a commison in bank account. and the business would be left with $90.

Customer pays full amount to business($100). Then the business would transfer commision to the users(in this case $10).
You can only transfer funds to stripe accounts that are connected to your account.

No, customers do not have any stripe accounts as of now. They only have bank accounts and we need to transfer in the bank itself.
Then there's no way to transfers funds to your cusotmers, unless they are your connected accounts.

No, your users need to complete the onboarding process (i.e., submit necessary doc) so that they can accept payouts.
