The only way to do this would be to collect Shipping Address and use a custom Radar Rule to block based on the Shipping Address state.

After. It is run at the time of the Charge attempt.

And if the rule blocks, I'm assuming it pops a "sorry your subscription can't be processed" message of sorts?

Yeah it would be a pretty generic message. So it wouldn't be a great experience for your customer in this case as they would likely be confused. You could include other text (or a ToS) on the page that indicates that you only accept payments from certain states to help with that though.
