When I download the itemized balance change report, it only has the Stripe fee, not the PayPal fee.

This makes sense to me since the PayPal fee isn't taken out of the Stripe balance.

So I think it would have to be somewhere else

Yeah I'd guess it's a Dashboard only feature really. Not something our team would know anything about really, so I'd recommend speakign to support: https://support.stripe.com/contact
