OK, this charge was declined by the issuer and transaction_not_allowed is the code that issuer decided to return to Stripe. Your customer should reach out to their issuer to clarify.

no insight on your end why this happened? User in question instantly went and signed up with a competitor that I am pretty sure uses stripe for payments...
