Your tightening has broken all our logic. I just don't understand how we can now enable transfers for users without having to go through your long onboarding and verification form. Previously, to activate transfers it was enough to send you a dozen parameters via API
I am looking at the creation request for this account: https://dashboard.stripe.com/test/logs/req_H4jN6MFF1PVJC7 and Transfers were not active immediately. Looking through the account history, I do not see transfers as ever being active

yes, I can't activate transfers for this account because it's a new acc. If you want to check history, you may look at this acc acct_1OaK3xQnXaTRKQ8V where I previously activated transfers through sending just these parameters:

I will continue to look but this isn't something that we can address through your integraiton. I cannot change the required information to create the Custom accounts, only provide guidance on how to supply it.
Sure, I'll ask the question differently: can you provide a list of parameters that we need to submit when creating a Stripe Connect (Custom) account so that the capabilities [transfers] become active immediately after creation? I can't find such a parameter list in your documentation, and I have to fill in one parameter at a time and check the status. The retrieve account request provides some incorrect information. It seems like there are currently stricter requirements for the data to be submitted when creating Custom accounts in Connect, but it's unclear exactly which ones.
The requirements change depending on some of the parameters (such as platform country, account country, business type) so you will need to select the correct parameters in our doc here: https://stripe.com/docs/connect/custom/onboarding#establish-requirements
