You can control which Prices are available to update by creating Portal Configs: https://stripe.com/docs/api/customer_portal/configurations/create#create_portal_configuration-features-subscription_update-products

So it would not show some plans or it would show all the plans but send different webhooks if the customer tries to change to a plan for which he does not meet all criteria ?

No it would only show the Prices that you provide to that hash
