yes it does say that, and it may be received by our staging server, but it doesn't appear on my local dev environment
I may have found the issue, looks like our test webhook was disabled, let me try some things and update you in a minute

ok got it. sorry for bothering! the webhook was automatically disabled by stripe some time ago but still worked locally for a while
