No, your customer needs to be in a location supported by tax ID collection.

It's worked well few days ago, what I tried is checkout using Stripe checkout and enter a UK address in address filed then VAT ID filed appeared!! But now it's not working

i don't see you passing in https://stripe.com/docs/api/checkout/sessions/create#create_checkout_session-tax_id_collection-enabled in your request
