I want the customer to sign up for a one year commitment, but be able to pay a monthly rate

so they would effectively have 3 options: 1) Monthly (highest price) 2) Annual paid monthly (discount) 3) Annual paid up front (best discount)

you'd probably want to look into using Subscription Schedules then, your use case would probably be similar to this : https://stripe.com/docs/billing/subscriptions/subscription-schedules/use-cases#installment-plans
