Just taking a step back, future_requirements is only relevant for Custom accounts so this particular parameter can be ignored for Express

Ah, gotcha. Payouts are currently enabled for this account. If you're looking at the Dashboard, you should see a requirement under "Actions required" for this account. However, this is "Due later" so it's not currently impacting them

Ah, I think the requirements are slightly different here since this Express account has the transfers capability only.
