Yes you need to complete the onboarding process (i.e., the necessary informaion) to start uing the connected account. It's needed even in test mode.

Using Connect with Express accounts

For section 2 on that page – Creating an express account and prefill information – is it different if this is done through the code as opposed to inputting it manually here (https://dashboard.stripe.com/connect/accounts/overview)?

The Dashboard is using the OAuth flow, which is not the recommended way of connecting an account

You should use the Accounts API (i.e., /v1/accounts) to create connected accounts
