We give our users ability to create SEPA/CARD subscriptions through APi and stripe express accounts
I'm currently facing a blocked payment one of theses accounts
I don't know how to prevent blocking and why it happen

so please contact Stripe support for this
the why is explained in the error message:
The payment is blocked due to a high likelihood of chargeback.
