AFAIK it's sent to all card Payment Methods attached to the customer
That was my guess as well, thank you for confirming. As a consequence, to avoid spamming customers that already changed their card on file, I should detach the about-to-expire payment methods, at least one month before.
that's one way to go
you can always provide access to the Customer Portal
and let the customer choose what to do
update/remove/add PMs
