not actioned -> nobody clicked the linke

#

abandoned -> link was clicked and the "3DS challenge screen" was abandoned

#

user closed the tab, browser, whatever

That depends on the bank issuers, they manage the 3DS popup content or the link for 3DS

#

Stripe has no control over that.

Looking at the payment authentication report I can see an "Not actioned" there

So you seem to have a way to tell that apart internally
