We are creating a product where users can get donations through the norwegian payment app Vipps. The way we want this to work is that the donations gets sendt to us, then paid out to our customers. I see that stripe connect has a payout feature. But how does this work? If we get no payments into our stripe account, can we still pay out to our customers?

Not familiar with Vipps. How would the donations get sent to your stripe account if not through a payment?

The payments recieved from vipps gets paid out to my companies bank account, the idea is to move money from our bank account to stripe (To allow payouts)

It's a payment provider
Doesn't sound like your usecase is right for stripe
