What is a 'burner card'?
They are not linked to the user's primary bank account, -- burner cards

burner cards are typically used to make one time payment and then it becomes useless
which attribute in Radar rule ?
Maybe look at card_funding
prepaid? Otherwise I'm not sure how else you'd categorise a burner card
ok we have that radar rule for prepaid , but it is not stopping cards from services like privacy.com and virtual cards created on top of a User’s credit card ?
is there a way to stop those also ? ( idea is certain users taking advantage of free trial , with no intention of continuing)

You can block by issuer / BIN with Stripe Radar: https://stripe.com/docs/radar/lists#default-lists. You can also request to receive BIN per transaction if you write into support (https://support.stripe.com/contact/login).

ok, we dont store card number in our DB, to do this do we have to be PCI compliant ? or we without PCI compliance we can use BIN blocking of stripe radar?
Well, yes. You need to source the BIN from somewhere. If you're storing cad data you need PCI compliance. Or, as you shared above, we do listen to requests about exposing BIN info via our API
