You'd use the API to do that mostly. You can pass the Stripe-Account header to make API calls on their behalf: https://stripe.com/docs/connect/authentication

Well you can yes, but it's not really recommended. You'd need to browse to the connected account you want to interact with and then use the 'View as' button:
Then you should be able to use the regular Dashboard UI to create objects on their account

Have another question. When created a pyamenlink and add a express conncted account to that link using dashboard what is the charge type when doing the payment via that payment link. Is it destination charge
