Yes you need to, this option is per subscription, not global

Okay I appreciate the help. So if I want to collect 10 monthly payments and i dont have the card on file do i send a payment link for the first month to get the card info and then set up a subscription for the remaining 9 months? Is that the only way to do it or am i missing something ?

You can also use payment link to sell subscription too, there's no need to setup another subscription.
